Format
There will be divisions of ten teams each, with promotion and relegation following the spring and fall. Two teams are always promoted to the next level, with the appropriate number of teams relegated.
If new teams join for the Fall season, the number of teams promoted and relegated in each level can be adjusted for the Spring season.
If teams drop out, teams will be promoted based on regular season standings (not playoff results).
Extra teams not in a league will be considered Non-League but may participate in monthly cash, the Athletic Cup, and the Champions Cup
The entry fee covers the entire Premier League season, consisting of the Fall and Spring CCPL seasons
$15 from all entries goes to the league-wide monthly prizes and the cups; the rest is for prizes within each division
Fall Season
The Fall season runs from week 1 through week 18
Each team plays every other team in the division twice each, with a 3-1-0 points system

There are no playoffs in the Fall season
Based on flight rules, top teams in each league are promoted, with some teams relegated for the Spring season
Spring Season
The Spring season runs from week 19 through week 38
Each team plays every other team in their division twice each, with a 3-1-0 points system

The top four teams in each division make the playoffs, which are held in weeks 37 and 38
The top three non-league teams make the playoffs, with the top team receiving a bye to the final
The best finisher in the Athletic Cup from each full division is guaranteed a playoff spot, at the expense of the #4 team if necessary, unless they are relegated; in that case the #4 team gets the playoff spot
Tie-breaker if multiple teams exit in the same round:
Most points scored in the cup (not including qualifying round)
Highest single week
Second-highest week, etc
Random draw
For promotion purposes, the top regular season finisher will be promoted, with other promotions based on playoff results
Monthly Prizes
The top scoring teams across all divisions each month will be paid
The highest single-week in the month, then second-highest, etc, will be used if tied
Monthly points are based on the "Phase" scoring filters on PL.com
Season Prizes
The top teams in the final PL.com overall standings will be paid
Champions Cup
Teams qualify based on the previous season as follows:
Holders
Fall winners in each division (or second-placed team if winners were the holders)
Spring playoff winners in each division (or next-best playoff finisher not already qualified; non-playoff teams do not qualify)
Athletic Cup winner (or best team not qualified finishing top four; losing quarterfinalists do not qualify)
Top scoring team for the season based on the PL.com standings (second and below do not qualify)
One new owner chosen at random for every 8 new owners
Champions Cup places owned by teams leaving the CCPL will not transfer to any other team
Teams will be drawn into the bracket at random, with the following stipulations:
The holders, Premier League representatives from Fall and Spring, and Athletic Cup champion will be seeded (or Championship Spring, then Fall, representative if necessary), and bracketed such that they will not face each other until the semifinals
If there are fewer than four byes, the holders are guaranteed a bye if available, with other seeded teams drawn at random to determine byes
The Champions Cup will begin during the first gameweek after and including week 5 that has all 20 EPL teams playing exactly one game, to be announced and posted on the bracket
The Champions Cup will continue during each subsequent week that has all 20 EPL teams playing exactly one game, with the stipulation that it must finish no later than EPL week 18; gameweeks to be used will be updated on the bracket

Athletic Cup
All teams from all divisions are in the Athletic Cup
Teams will be randomly drawn into the bracket, with the holders receiving the #1 seed and a first-round bye if available
The Athletic Cup will begin during the first gameweek after and including week 19 that has all 20 EPL teams playing exactly one game, to be announced and posted on the bracket
The Athletic Cup will continue during each subsequent week that has all 20 EPL teams playing exactly one game, with the stipulation that it must finish no later than EPL week 36; gameweeks to be used will be updated on the bracket and are at the discretion of the Commissioner, with emphasis placed on later-round games having exactly one game for each EPL team.

Tiebreakers
For playoff and Cup games
1 - The team that did not play a chip other than their Wild Card will advance
2 - Fewest points from automatic substitutes
3 - Most goals scored by starters and automatic subs
4 - Points scored by the bench (players subbed out are now on the bench as zero)
5 - First team drawn in Cup or higher seed in the playoffs advances
For league finish
1 - Most points scored during the season
2 - Most points against during the season
3 - Highest single week score, then next-highest single-week score, etc until tie is broken
